New Jersey Gov. Phil Murphy announced a state of emergency due to heavy rain and stalled storms Monday. In New York City, those in basement apartments were warned to be ready to leave if necessary.

Heavy rainfall triggered flash flood warnings across New York City and prompted New Jersey to declare a state of emergency. The rising water levels disrupted roads, airports, and public transport services.

A flash flood watch has been issued for much of the Tri-State Area on Monday. It takes effect at 2 p.m. and lasts until at least midnight. It's a First Alert Weather Day, as we track downpours, thunderstorms and the enhanced risk of flash flooding across portions of New Jersey.
