The best skim coat method I’ve found for a smooth ceiling is to dry scrape the popcorn first and then do two skim coats sanding after each coat. Not dry scraping or sanding between coats makes it harder to apply the joint compound smoothly which means more sanding and repairs at the end. It also required more joint compound than I expected!
